Expansion and Modernization of the Polish Power Grid

The Polish Power Grid Corporation planned to expand their 32,000 MW network to permit the export and import of large blocks of electrical power. The network performance and reliability were to be upgraded at the same time, in order to meet the standards of the Western European Grid to facilitate synchronous interconnection.

Teshmont was retained to provide technical assistance in the production of least cost plans for the development of the Polish 400 kV, 220 kV and 110 kV systems and their interconnections with neighbouring countries.
 
 
   

Teshmont provided training and assistance to PPGC including:

  • Review of the transmission expansion and modernization plans

  • Power system analysis, comprising a review of the power system computer software and hardware utilized, upgrading of modelling of system elements (generators, exciters, governors) to permit study of short and long term stability of the Polish system and the international interconnections forming part of the Western European Grid

  • Review of the switching phenomena study, system stability study and assessment of system fault levels to permit specification of equipment ratings and performance

  • Network expansion assessment of the least cost transmission system 10 year expansion plan, compatible with the load forecast and generation, and the planned ac and dc international system interconnections to neighbouring countries.

  • Preparation of model technical specifications for all transmission equipment
As part of the World Bank Project Implementation Team, Teshmont provided advisory services including:
  • Review of the condition of existing 400 kV, 220 kV and 110 kV substations and evaluating the extent of modernization required.

  • Preparation of budgets and implementation schedules for high priority transmission projects

  • Preparation of contract strategies for equipment purchase, engineering, construction and commissioning services, together with detailed budgets and cash flows

  • Definition of the performance and rating of all 400 kV, 220 kV and 110 kV transmission equipment

  • Preparation of bid documents for purchase of apparatus

  • Review of bid analysis for transmission equipment and material being procured

  • Monitor project status to evaluate implementation of the project
